The authors analyse how a set of slow-moving determinants affect trade between the European Union, on the one hand, and Central and Eastern European and African countries, on the other hand, over the period — They focus on two sets of slow-moving determinants, Doing Business institutions and logistical infrastructure as well as embassies and Ambassadors. Trade is disentangled for three types of goods: primary goods, parts and components, and capital goods.

Infrastructure is the set of fundamental facilities and systems that support the sustainable functionality of households and firms. Serving a country, city, or other area, [1] including the services and facilities necessary for its economy to function. In general, infrastructure has been defined as "the physical components of interrelated systems providing commodities and services essential to enable, sustain, or enhance societal living conditions " and maintain the surrounding environment. Especially in light of the massive societal transformations needed to mitigate and adapt to climate change, contemporary infrastructure conversations frequently focus on sustainable development and green infrastructure. Acknowledging this importance, the international community has created policy focused on sustainable infrastructure through the Sustainable Development Goals , especially Sustainable Development Goal 9 " Industry, Innovation and Infrastructure ". One way by which to classify types of infrastructure is to view them as two distinct kinds: hard infrastructure and soft infrastructure. Hard infrastructure refers to the physical networks necessary for the functioning of a modern industry.

The remarkable transformation of Central Asian economies has been capturing the attention of academics and policymakers around the world for the past 30 years. Having inherited dilapidated extractive Soviet infrastructure and centralised economic planning, the republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan were challenged to re-orient and liberalise their commodity-based economies for the 21st century. Carefully leveraging their unique geography and rich resource endowments, once isolated and impoverished, the countries of Central Asia are evolving to play a key role as a bridge between the East and the West in the framework of the Belt and Road Initiative BRI. Since obtaining independence in , the Central Asian republics CARs have been pursuing various economic development strategies. This study aims to provide an analysis and evaluation of infrastructure resilience, one of the components of disaster resilience, to natural hazards. The analysis of this study consists of four stages. First, descriptive statistical analyses were carried out on the soft and hard infrastructure resilience and natural hazard index. Second, the spatial data were visualized through the exploratory spatial data analysis to understand the spatial distribution and spatial characteristics of variables of the data. Third, the local indicators of the spatial association method were used to identify areas in clusters where infrastructure resilience is weak.

Although the dynamic interactions between such infrastructures are highly complex in the case of the occurrence of hazardous events, it is fundamental to analyze them. The reliability of hard infrastructures during emergency management contributes to keep alive the social capital, while the community, its networks, and its own resilience influence the service provided by infrastructural systems. Resilience-thinking frameworks overcome the limits of the traditional engineering-oriented approaches, accounting for complexity of socio-technical-organizational networks, bridging the static and dynamic components of disasters across pre- and postevent contexts. The present work develops an integrated approach to operatively assess resilience for the hard and soft infrastructural systems, aiming at modeling the complexity of their interaction by adopting a graph theory-based approach and social network analysis. Critical infrastructures CIs have an increasingly pivotal role for modern societies, providing services which are paramount for the welfare of citizens [ 1 , 2 ].

    The term city infrastructures is often restricted to the physical elements of a city, while in practice it comprises both hard infrastructures for built environment and utilities, as well as soft infrastructures involving services, social groupings and personal skills.
